The Navy says it will resume training at the Stumpy Point Bombing Range in North Carolina for the first time in about eight years. The Navy said Wednesday operations at the Dare County range could start as early as Monday. The Navy says the target is unlike any other in the Department of Defense in that it is both on the water and configured to look like a missile-equipped patrol boat. The range was last used in 2003, but the practice target was destroyed during Hurricane Isabel. The Navy says the range will primarily be used for target practice for machine guns from helicopters and light practice bombs from fixed-wing aircraft. High-explosive ordnance is not permitted at the target and all ordnance will be inert.
